Personal Clerk session only; the caller must be the verified account human who approved this review. Only a sole-human human_reviewed send completed within five minutes qualifies, after protected signup practice is sent. Atomically returns the first dialog or up to five subsequent toasts, at minimum gaps of 1 hour, 6 hours, 1 day, 7 days and 30 days since the previous appearance. No timers, historical reads or MCP proactive reminders. Returns offer null when ineligible, too early, exhausted, dismissed or ever enabled.
