/v1/admin/billing-history/{payer_id}/portal

Only the person bound to this payer identity can open its portal, even after leaving the organization. A free billing identity returns no_invoices (409). No organization role grants access to another person’s billing history. Requires a verified human Clerk session. Agent keys and delegated connections, including Full account control, are rejected.
