Set up the recipient's future billing
POST /v1/admin/ownership-handoffs/{handoff_id}/billing-setup
Exact verified recipient and offered version only. Returns a hosted payment setup URL, or an empty URL when no further setup is needed. Setup alone does not accept the offer or change ownership; acceptance verifies payment readiness on the server. A billing_not_ready conflict leaves ownership unchanged. Requires a verified human Clerk session. Agent keys and delegated connections, including Full account control, are rejected.
